Summary
SB-893 will allow any Gold Star Family member to receive free day-use access to any unit of the state park system operated within California, in recognition of their sacrifice and service to our nation.
Background
Currently, State Parks offers several annual passes to the general public for a fee, including five passes offering free or discounted entry to State Park units on an annual or per-visit basis. Under the Federal law, Gold Star families have free access to national parks and federal recreation sites.
Both state and federal parks mirror policies for Medal of Honor recipients and disabled veterans. California has a moral obligation to support those who have lost an immediate family member in the line of duty. Several states including Maine and New Jersey have already acted to allow Gold Star families free access to state parks. Furthermore, this policy aligns California with federal standards, such as the National Parks and Federal Recreational Lands Pass program, creating a consistent and seamless experience for families navigating both state and federal public parks. Since the change in federal law in 2021 for National Parks, over seven other states have begun working to achieve parity regarding state park access for Gold Star families.
SB-893 will add California to a leading group of states in providing a lasting, living tribute to the families of the fallen by offering them complimentary access to all California State Parks. Currently, while some discounts exist for disabled veterans, there is no comprehensive statewide program that specifically addresses the unique status of Gold Star survivors. This bill seeks to codify a benefit that recognizes the immense personal cost paid by these families and ensure California policy reflects the same level of respect and recognition already extended at the federal level.
Proposal
SB-893 requires the California Department of Parks and Recreation to provide an eligible Gold Star Family member with a pass granting free day-use access to any unit of the state park system operated by the state.
