I am proud to announce that I have introduced SB 904, legislation to establish a consistent statewide framework to support rebuilding efforts following a Governor-declared state of emergency related to wildfire.
In January 2025, Los Angeles County experienced devastating wildfires that destroyed more than 6,800 structures and damaged nearly 1,000 more. In response, state agencies were directed to coordinate rebuilding efforts, review permitting requirements that could delay reconstruction, and work toward issuing necessary permits within 30 days.
SB 904 solidifies the state’s commitment to post-wildfire rebuilding by making coordinated agency action and timely reporting a standard part of California’s disaster response. The bill establishes a clear goal of issuing necessary permits and approvals within 30 days following a Governor-declared wildfire emergency.
Under SB 904, state agencies would be required to quickly identify permitting requirements that may slow rebuilding and provide recommendations to the Governor and Legislature. The bill also calls for a review of building standards to determine whether temporary adjustments could help communities rebuild safely and efficiently. In addition, it directs coordination with local governments to establish streamlined permitting processes and ensures that agencies involved in recovery accept electronic submissions related to rebuilding efforts.
After a wildfire destroys homes and entire neighborhoods, families should not face unnecessary delays and bureaucratic hurdles when trying to rebuild their lives. SB 904 helps ensure that state and local agencies move quickly, coordinate effectively, and focus on clearing the path for families to recover.
Communities impacted by other recent wildfires, including those affected by the Airport Fire in Riverside and Orange Counties, continue to face ongoing rebuilding challenges as families work through permitting, insurance, and reconstruction timelines. The bill ensures that these rebuilding procedures are applied consistently across the state following a Governor-declared wildfire emergency.
Every community impacted by wildfire deserves the same level of urgency and coordination from the state. Recovery should not depend on geography or circumstance. This legislation establishes a clear and consistent rebuilding framework so that when disaster strikes, families across California can count on the same timely and organized response.
